| Schools Begin Posting Accountability - notices required by the state under a settlement, the announcements clarify how to file complaints |
Public school students in California returned to school after winter break to find posted notices informing them and their parents that they are entitled to sufficient educational materials and classrooms that are clean and safe. The notices also tell where to find forms to be used for reporting complaints, even anonymously, to the school principal who must fix deficiencies within thirty days. If these requirements are not met, students and parents may appeal to school board or district superintendent, and, finally, to the state Allocation Board, which distributes state facilities bond money to school districts.
These notices, along with the process for addressing complaints, are the result of a settlement agreement reached in August in the Williams vs. California lawsuit which alleged that many low-income students were deprived of necessities for a quality education. In the settlement agreement, the state agreed to spend nearly $1 billion over several years to ensure that low-performing, deteriorated campuses are repaired and that students receive enough textbooks and qualified teachers.
