Governor Schwarzenneger is close to ending the 52-month legal battle over the condition of California's schools, a resolution to the so-called Williams lawsuit – a lawsuit to ensure that all students have equal access to trained teachers, a sufficient supply of current textbooks, and well-maintained schools that are not seriously overcrowded. The Governor has until October 30, 2004 to sign the four bills resulting from the summer settlement talks between civil rights attorneys, the governor's office and state education officials. The state Department of Education and about 1,000 local districts and county offices of education have already started discussions to figure out how to implement the details. The San Francisco Superior Court judge overseeing the case would have the last say in dismissing the lawsuit.
