Mission
The Oakland-Berkeley Asthma Coalition (OBAC) is a collaboration among public health agencies, non-profit organizations, environmental groups, Medi Cal/ Managed Care plans, community health clinics, hospitals, schools, and others interested in reducing the burden of asthma in the communities of Oakland and Berkeley. The vision of OBAC is of a community where all people with asthma have an optimal quality of life in a healthy environment. The mission is to work collaboratively to reduce the incidence and impact of asthma through public health leadership, advocacy, education, equal access to culturally appropriate and effective health care, and an improved environment.
 
Objectives
OBAC developed a Strategic Plan, which is divided into six sections: 1) Membership; 2) Epidemiology Objectives; 3) Health Care Objectives; 4) Policy Objectives; 5) Outreach and Education Objectives; 6) Long-Term Goals.


MEMBERSHIP
GOAL: To expand the capacity of OBAC to respond to community concerns related to asthma.
Objective 1: Develop a Youth Advisory Committee (YAC) to inform OBAC on best practice for working with youth.
Objective 2. : Increase OBAC membership by inviting non-health-specific partners to participate.

EPIDEMIOLOGY & DATA
Goal: Collect data to develop and implement effective asthma prevention and management strategies.
Objective 1: Collect descriptive epidemiological data to characterize the distribution of asthma prevalence, morbidity, and mortality
Objective 2: Collect descriptive data on asthma care and provider behavior
Objective 3: Share evaluation and descriptive data both internally and with the public

HEALTH CARE
GOAL: Optimize the diagnosis, treatment and management of asthma in Oakland and Berkeley by adherence to the current National Heart Lung and Blood Institutes asthma guidelines.
Objective 1: Promote provider trainings on the asthma guidelines
Objective 2: Promote improved clinical management practices
Objective 3: Increase the percentage of people with asthma management plans
Objective 4: Increase patient education in the clinical setting
Objective 5: Promote use of case managers

POLICY
GOAL:Advocate and support policies that promote “asthma friendly” communities, especially those that eliminate the disproportionate burden of asthma for people living in poverty and people of color.
Objective 1: Support policy efforts aimed at improving outdoor air quality in Oakland and Berkeley.
Objective 2: Support the adoption and implementation of asthma friendly policies and procedures in the schools

OUTREACH & EDUCATION
GOAL: Improve the understanding and management of asthma as both a personal and public health issue for people with asthma and their families, policy makers and the general public.
Objective 1: Collaborate with partners to disseminate linguistically and culturally appropriate resource information for the proper understanding and management of asthma.
Objective 2: Implement a social marketing program in priority population.
Objective 3: Work with the schools and preschools and child care centers and other entities to develop and implement staff education for asthma.
Objective 4: Support activities that increase asthma knowledge level in children with asthma.

Long Term Objectives
•Collect data from medical and insurance providers databases regarding healthcare utilization
•Collect data from medical and insurance provider databases regarding provider behavior.
•Collect data from medical and insurance provider and pharmacy chain databases regarding medication prescriptions
•Produce data report incorporating indicators besides hospitalizations.
•Develop use of registries
•Health Care Systems changes
•Better identify and serve high risk populations
•Link with CHDP services
•Vaccines
•Promote internal review and offer incentives for provider compliance with guidelines

Regularly Scheduled Meetings
